Welcome and Guest Reports
The meeting opened with reports from representatives of the Atlanta Police Department and Atlanta City Council.
Atlanta Police Department Report — Lt. Denson
Lt. Denson reported that crime in the Lake Claire area has been relatively low over the past 30 days, with approximately 32–33 reported incidents. He noted several larcenies and shoplifting incidents, as well as two burglaries in the broader area—one in Candler Park and one on Ponce de Leon Avenue. One of the burglaries may have been domestic in nature.
Lt. Denson commended the neighborhood for its continued good crime numbers and credited both neighborhood watch efforts and APD beat officers.
A member asked about the individual discussed at the previous meeting who had been arrested in connection with an alleged flashing/sexual offense. Lt. Denson confirmed that the individual was arrested approximately two or three days after the previous meeting. He will follow up regarding the status of the case and whether the individual remains in custody.
City Council District 5 Report
Jacob Pierce, representing Councilmember Liliana Bakhtiari’s office, was unable to attend and provided a written report.
The City Council recently passed a resolution calling on City departments to:
- Establish a formal heat safety plan.
- Explore expanded cooling-center hours and availability across geographic areas.
- Expand constituent outreach and education regarding heat safety.
- Establish a centralized City website with heat safety information.
Residents were reminded to continue reporting problems with City services through 311. Councilmember Bakhtiari’s office uses 311 reports to follow up with City departments when service issues remain unresolved.
The Council office encouraged residents to contact the office with questions or concerns. The office contact information will continue to be included in the LCN minutes.
Flock Camera Discussion
Members discussed a Flock license-plate reader recently installed on McClendon Avenue near the side entrance to Lake Claire Park. The neighborhood does not know who requested or paid for the camera or what the specific purpose and access arrangements are.
Members noted that LCN has discussed cameras with APD in the past but has not approved or paid for the installation of this Flock camera.
Concerns were raised about:
- Who owns or operates the camera.
- Who has access to the information collected.
- APD’s policies governing access and auditing.
- The extent to which the camera is integrated with APD systems.
- Privacy and potential misuse of license-plate data.
Members also noted that the camera could have a legitimate crime-prevention or investigative purpose, particularly when vehicles are involved in neighborhood incidents.
Action: LCN’s Safety representative will follow up with Lt. Denson/APD to determine who installed or funded the camera, its purpose, how it is connected to APD, who has access to the data, and what policies and auditing procedures govern that access. A report will be provided at a future meeting.
Treasurer’s Report
Jay Severa reported that LCN is approximately break-even for August, which is generally consistent with its financial position.
Revenue projections remain somewhat uncertain, although membership/revenue levels have been relatively stable. The organization expects additional revenue in the coming months.
Most annual donations are made early in the year. A significant donation is expected in September, including approximately $1,000 to the Mary Lin PTA.
No significant financial concerns were reported.
Zoning
No zoning variance matters were reported for August. A variance is expected to come before the organization in September.
NPU
Bylaws: Carol discussed upcoming updates to the bylaws. Changes may be needed to align with City requirements, including provisions concerning the timing of officer elections and documentation of standing committees.
Possible bylaw changes will be considered at a future meeting.
Freedom Park Conservancy
The Freedom Park Conservancy is holding The Park Is Art Photo Contest. Members were encouraged to participate. The submission deadline has reportedly been extended through the end of September.
Community Events
Candler Park Fall Ball: Candler Park has invited Lake Claire residents to its annual Fall Ball on Friday, September 18, from 7:00–11:00 p.m. at the Marianna Room above Wrecking Bar Brewpub. Tickets are $50. The event is intended as a neighborhood social gathering and fundraiser for Candler Park.
Communications
Nancy Dorsner reported on the upcoming Candler Park Fall Ball and encouraged Lake Claire residents to participate.
She also noted a problem with the Lake Claire website’s newsletter signup link, which currently appears to lead to a Mailchimp page that is not working correctly. She will investigate and correct the signup process.
Nancy also proposed restarting LCN’s Neighborhood Welcome Committee, which previously welcomed new residents with neighborhood information and a small welcome basket. The committee has not been active since before the pandemic. Volunteers interested in helping with the effort are encouraged to contact Nancy.
Other Business
Members discussed beginning planning for a December neighborhood potluck. Deanne will be helping organize the event. The group will check with the Frazer Center regarding available December dates so that planning can begin well in advance.
