Lake Claire Neighbors — Monthly Meeting Minutes

Call to Order & Welcome
Joe Agee welcomed attendees and introduced Lt. Denson of the Atlanta Police Department to give the precinct update.
APD Report — Lt. Denson
- Crime is down overall — approximately 14 fewer incidents than the prior 28-day period, with a few larcenies reported.
- Bicycle theft: Several bikes were stolen despite being locked. Lt. Denson offered to share information on a highly theft-resistant lock recommended by his unit for residents to consider.
- Flasher update: The individual previously arrested for indecent exposure/lewd conduct in the neighborhood has been released from custody (a court decision outside APD’s control). No further sightings or reports involving him have been received since his release roughly a month ago.
- New public safety concern (Zone 6 / Virginia Highlands): A separate individual — described as a tall, slender white male, typically dressed in black — has been following women home (from Uber/personal vehicles) between Thursday and Sunday, in one case approaching a door as a woman entered her home. No clear image of his face has been captured yet. APD patrols and the SVU unit are actively investigating; extra patrols were planned for that night.
- License plate reader (Flock) cameras: In response to resident questions, Lt. Denson confirmed cameras are placed based on observed crime patterns and vehicle movement (e.g., auto break-ins/thefts along a corridor), not targeted at specific individuals, and are typically retained in a given location up to 90 days depending on activity before being relocated. He is not aware of any misuse of the camera data. The camera previously installed on Harold in response to auto thefts has since been removed; current cameras remain active at McLendon/Clifton and near Lakeshore, with locations rotated based on crime trends.
- Lt. Denson noted he was recently on vacation (golfing in Orlando) and thanked the group for their follow-up questions.
Officer Reports
Communications — Nancy Dorsner
- Candler Park’s Fall Ball (Casino Night at the Marianna Room) is September 18 — tickets may still be available; neighbors are welcome to attend in support of the neighboring community.
- The Lake Claire Halloween Parade is coming up in October; volunteers are needed. Information has been posted to the neighborhood Facebook group. Saturday, October 24.
- Fixed a broken mailing list registration link on the website.
Finance — Jay Severa
- Finances are relatively stable; no significant items to report this month.
Zoning — Beth Grashof
- Variance V-26-126: A discrepancy was discovered in the submitted lot coverage figures for the variance request. As a result, the city planner has postponed consideration, and the item will be moved to next month’s agenda once corrected.
Planning/NPU — Carol Holliday
- Carol will be traveling (Spain and Portugal) during the October meeting and will not be present. The group used this month’s meeting to test running Zoom independently of her personal account, since the existing account was tied to her personal phone/email. A shared account has now been set up with access routed to both Carol and the LCN Communications email. Carol credited Nancy with helping get this configured.
- NPU-N Bylaws — Annual Reaffirmation: As required annually by the city, Carol presented the NPU-N bylaws for reaffirmation. No changes were proposed this year (the bylaws are unchanged since 2020, when meeting procedures were adjusted following COVID). The group noted an intent to propose some changes ahead of next year’s cycle so members have advance notice before any vote. Carol moved to reaffirm the bylaws as currently posted on the website; the motion was seconded.
- Vote: Reaffirmed by voice vote — 7 in favor (5 in person, 2 online), 0 opposed, 0 abstentions.
